Creating many .iaf account files

I need to create hundreds of .iaf account files for Outlook and Outlook Express users to import to ensure consistent setups for everyone. Does anyone know of a tool or utility that can automatically create or populate new accounts or .iaf files from a spreadsheet, database or delimited file? My research is turning up nothing so far.
