Creating light rays

Am trying to create an effect similar to the light rays in the bottom left image on this page*. I know I can get it, but since I'm self-taught, I figured there may be an easier way.

I strongly recommend using Photoshop for these particular light rays instead of Illustrator due to speed and easiness on the process.

Yeah, I posted first in that section, but since this is for a logo design, I'd like to have the flexibility of vector art for future uses.
