...this looks to be an after effects plugin as it refers to advanced video effects...

...in photoshop you will need to build up the effect, layers set to hard light, linear light, make use of gaussian blurs on different three colors, orange, yellow and white or fill an area with gradient...

...then get the smudge tool out...

yeah, that's what I thought. Figured there might be an easier way; this is along the lines of what I was hoping to be able to avoid.
