Creating keyboard layout

I will be very very glad, if someone tells me how to create my native language keyboard layout. My language is Azerbaijan(one of former Soviet). I agree to replace some language which is not used by me at all. Which soft do i need? Where can i get it?

Thanks for reply. Actually, i use Az Arial font and i don't want to use any soft like Cyrwin. I'd like to at least replace letters in, for example, afrikanese keyb layout with letters of this font. Or if it is possible to create manually Azerbaijan keyb layout with a soft like Keyboard Layout Manager...

I think so, it looks like it anyways.

There are some limitations to it, depending on the version you get. But as far as I can see, that is about your best bet.
