Creating Holiday Schedules

I have Schedules created in Call Routing>Class of Control>Time Periods.

This is where I have all the schedules for my locations. The regular open/close ones work fine. What I cannot get to work are the Holiday ones.

I have created them with the right day and our holiday ours. They are applied to the Time Schedules and to the Partition. I put them at the top of the list to make sure they were applied over the regular M-F. However the phones still ring after the location is closed on holidays.

Does anyone know how I can fix this????
