creating help files in VB3

I have been able to create help files using the HC31.exe file in VB3,using the command
C:\vb\hc>hc31 exam.hpj
exam.hpj converts my document to a help file with extension .hlp.
However with win 98 I am encountering an error as follows.
"program encountered unspecified exception. fault location:eek:oA7:1AAC
interrupts in service:none"
could anyone help me?Is this to with windows/dos setup?I tried to run in DOS mode and still get the same error.
