Creating files greater than 1 Gb in AIX 4.2 1

I have got a journaled file system on AIX 4.2. (25 Gb)

It has large file enabled.

I have set all of the /etc/security/limits to -1 for default user.

Still I cannot create files greater than 1Gb.

Is there something I am missing?
