Is it possible to create an executable in Access.. so the user does not need MS Access to run the application?

If you get the Developer's Edition Tools, you'll have a license to distribute the run time version of Access. You also get the Set Up and Distribution Wizard, which makes a set up program and installs everything.

The other option is to do all your development in Visual Basic, but that's a lot more work.
