Creating Event Procedure: changing Backcolor of Report Control 1

Greetings to all. I have an Access report with bound text box controls in the report detail section that come from a crosstab query. Call them controls a and b. I want the backcolor of control b to change if the value of control a is equal to a certain number. I am not certain if I write the code as an event procedure on Report_Open, or Detail Format, General, or what specific module. Any specific code example would be much appreciated. thanks so much!!
 
Have you tried CONDITIONAL FORMATTING? It's available from the Format menu in design view. choose Expression Is and put in something like

[A] = 15

or whatever. make sure to put your field/control names in brackets or it will change it to quotes/string.
