Creating Customised Roaming Profiles on SBS es 2003

I am trying to setup the use of customised roaming profiles with my server. I have been following the steps as detailed in the microsoft windows SBS 2003 admin companion book; after creating the dummy user account, i try to log into the server to customise the environment, etc, however when i try to do the login i get the message

the local policies do not allow for interactive logon

Any idea how I am able to log in or what I need to change to get round this?

Put the user is a group that has the Logon Locally Policy.
