Creating Backgrounds for Powerpoint

I am wondering how to create Powerpoint .pot files to use as the backgroung for presentations?

This is probably very simple but what the heck I don't know how.
I have access to any number of graphics Apps to create an image, but have never seen a "save as" .pot option.

"Presentation Template (.pot)" is a choice under save as ...
 
Open a new presentation. Select View>Slide Master. The first slide is automatically a bullet slide. You can change the type of font, the bullets, the colors, etc. To insert a title slide, select Insert>New Title Master. You can add text, like a common title, company logo, etc. It doesn't matter what order the slides are in.

Once you're through, select File>Save As. Select Presentation Template (*.POT) as file type. Once you save it (it'll default to a different directory), it'll be on the list of design templates. You can make changes to the template within the presentation without changing the overall presentation (for instance, adding another graphic) by going back to the slide master.

What I think you're asking is how to save a .pot with a picture background...
You need to save your picture in a format that PPT can import (I suggest JPG) then create a blank PPT presentation
Go to Slide Master and select Format|Background
From the drop down choose Fill Effects, go to the picture tab and browse to your picture to insert it
If you want a different picture on the divider slides, create one and repeat the process for the title master
You should then choose an appropriate colour scheme (eg white text if you are using a dark coloured background etc) and save the file as a .pot
