creating and preparing a large graphic image for print!!

I need desperate help!

I'm trying to make a large graphic(55"wx61"h). The graphic contains a photo image background, a logo, and text.

The background was given to me as a very small jpg.

The logo is psd format 40"w and 600dpi.

The text I created in photoshop, in order to create a drop off and other effects, which I created at 50% of the final image.

I am not a professional graphic designer, but I need to create this graphic. How do I go about creating this large graphic and getting a high quality print? Note: I'm working on a PC (can I create a file that is 50% of the final image that can be printed by a printer at its final size?)

I need feedback asap! Please!
 
You need to check with your printer to determine what resolution that you should be working at for their large scale printing technique.
