I am trying to add an ODBC System Data Source in control panel, but I do not see the Pervasive Engine Interface as an option. All I see in Pervasive Client Interface.

Why is this and how do I correct this? Any idea would be helpful.

If you are doing this from a workstation, that's what you are going to see.

If you go into it, you can enter the server name and below that it will let you create, modify or "get DSN list". The Get DSN list will show you all of the "databases" that have been previously created on the server.

To create a new one, click on the create button where it will prompt you for the server name, login name and password. You'll need a login with administrator rights. Another screen will open where you'll be able to create a database. Another screen will open where you'll be able to browse to the path of the data folder that you want to set up the connection for. It's OK to browse to the network drive and path since it will put in the UNC path anyway. Say OK to both screens and it will bring you back to the normal DSN screen where you can test the connection.

You could also do most of this through the Pervasive Control Center as well.
