Creating an International Route Pattern or Filter

I'm running Call Manager 10.5

We did a DID cut to a new voice-gateway last Friday night, but now international calling is broken. We have 4 locations, each with the same "International" route filter applied to them. The Filter is set up with the following tags and operands:
Country Code = Exist
Transit Network Escape = Not Exist

My international route pattern is 8.@

I called the phone company, and they told me the following will fix international:
a) Don't send us 011, OR
b) Make the plan as "unknown"

I attempted to make a new route filter, but I cannot choose anything but a NANP plan. I would create a route pattern specific for international dialing, but filters are best practice. Is b) out the window, or can I set up a new route filter under NANP that doesn't send 011 to the carrier? What tags and operands would it have? Thanks.

I would create new RP's personally. Also, I wouldn't use @ patterns as they are problems themselves.
