Creating account to stop and start services and not have admin rights.

I need to create a group or user that is able to start and stop MS sql remotely .. what type of perms do I need to give ?? and do I use mmc to do this ? i remember reading about some other tool that win2k uses .. i forgot the name right now..

this is all on Win2k .. it used to be easier on NT4 ..

any help is appreciated ..
