creating a service

I have created a service using instsrv.exe and srvany.exe (using the following link

). When I try to start the service I get error 5 access denied. I have tried using local system account and using various user accounts including the admin account with the same result.

Do you have a GPO that applies permissions to services (see below)

The server is only a member server. I am using the instsrv and srvany to install a program as a service, therefore the service is not listed on the dc in the gpo.
