Creating a search that ranks results 1

I am trying to create a search that allows users to select many criteria. Then based on that criteria make a report that will rank the results based on how well it matches.
I can make a query that gives perfect matches and I have begun to make queries that satisfy one or two criteria. Must I make queries for every criteria match option? And most of all is it possible to show all the results in a report from many queries?
