how do i create a sdn?

Which part of it? To add an entry into the SDN table go to the System menu in the CP Manager and choose Service Directory Number which brings you to the SDN table. Then you choose Add and enter the DN and choose the application.

If you are looking to create a new application then you need to use Application Builder.

Do i build it in the opt 81c ? if so, that is were i am confused

Yes the number has to be created in the switch either as a ACDN or Phantom forward to the voicemail pilot number
