Creating a scrolling area to display image thumbnails

How can I make a scrolling area that will have thumbnails on it.
It has to only require scrolling if there are more pictures than fit in the
area.
I have made up a picture of what I want the screen to look like.

I will be building the list of pictures dynamically, all pictures in a spesified Folder.

Is this sort of scrolling even possible?

Any ideas or links to sites that can show me how to do this would be great.
