creating a rule error

Our server doesn't allow Out of the Office messages to to people not in our domain.
I tried to create a rule to have the server reply to something specific in the subject. When I run the rule I get an error "This action is not available in the current mode."
Does anyone have any ideas what I need to do to make this rule work or change the current mode?
