I think you would just have to create the template manually, using various formatting functions. Then save the report and identify it as a "template" to use when starting a new report. You would have to add at least one table--choose one that is likely to always be included in a report.
I guess you don't really need a table. I just tried creating a new report with no table and I was able to get the preview mode, so I guess you don't really have to have a table. It's just that certain items you might want to add to a template won't appear, e.g., file path, unless you have a table. You can always delete the table when starting a new report.
