Creating a language dictionary

I need help on how to go about creating a language dictionary. basically, i
would like to create a program that will be able to translate from say,
spanish to French and back.

Not sure how to go about doing this, i've seen some programs on the net that
does this, but have absolutely no idea how to start. Can anyone shed some
light on this?

I would say the first step is to obtain an online translation dictionary file. If you can not do this, then your project is sunk from the get-go.

If you can't find one online and available, you got a lot of typing and transcription ahead of you.

If you can do that, the next step is getting it so you can do tons of lookups very quickly (some form of efficient indexed lookup). Then of course, you have differing grammatical rules to attend to if the languages are that different (Spanish and French aren't, but Spanish and English are), so you'll have to have the logic to make that change in a sentence for your program.
