I am trying to ghost a server which is using the standard SCSI controller. However when using ghost 7.0 it always seems to want to create a 17Gig image file. I only have about a gig of data on the drive. I have tried many ghost command line options without success. It appears as if it is doing a raw sector by sector dump. How can I get ghost to do a proper image?

Are you using the disk or partition dump option. If you dump the disk, you can end up writing an image of free space. Take the partition option, and it only does the data. If you have more than 1 partition, just make more than 1 image.
