Creating a distribution group via outlook

We are running exchange 2007 on sbs2008 and need to create several global distribution groups. I see that in outlook 2007 there is an option to create global distribution groups, but can't seem to find a way to grant permission to the user to do so - she has admin rights to everything in sbs and exchange that I can find. Can someone tell me exactly what permission she needs, or is this just not possible and needs to be done by the admin at the server?

I don't belive that you can create a global distribution group in Outlook this must be done with the management console (or powershell)

Outlook can however manage a group that has been created if the permissions have been granted

 
people3 is correct. Distribution lists created in Outlook are personal DLs, and reside in their Contacts folder.
