creating a database 2

We are using Windows NT and have installed Oracle8i Enterprise Edition. We did the typical installation of Oracle and allowed the installation to create the database. Right now we can connect to the default database as system, sys, internal and scott. We are trying to create a new database for our project, this is what we have done so far.

1. We have modified the init.ora file to our specifications.
2. We changed the oracle_sid in the registry to our new sid.
3. Next we we created new services for the new instance with a maximum of eight DBA type connections.
4. We created an instance of our new sid and have seen the changes in the settings for the Services located in the Control Panel.

When we try to open server manager we recieve an error "TNS:protocol adapter error", we know this has something to do with the listener but what?
How do we create a listener for our new sid that we just created?
Do we need to make any changes to tnsnames.ora, listener.ora or sqlnet.ora files? If yes, how?

Do might want to check to see if you have any services for Oracle that are not started? You can configure and check your SQL*Net connections with the Net8 Assistant and Net8 Configuration Assistant.
 
Just shutdown and start the service Tnslistner80 .
once more check your sid name in registry.
