Creating a collection of blogs

I am still relatively new to Sharepoint. What I want to do is create one section to house all of the blogs that people are going to be creating. Would the best way to go about this be to create a Team Site or a Blank Site and then create the blogs individually within that site?

Any advice would be greatly appreciated.
