Creating a choicelist based on a value selected in another field?

I have very little coding experience and what experience I do have hasn't been used in at least five years; I was hoping to get some help with what is probably a very easy question.

I'm trying to capture the value in a field called 'project' and then pass that value to another function that will display a choicelist based on what is returned.

Any examples that I could follow would be greatly appreciated.
