I created a web site for a mental health counselor at:

Hopefully she'll supply me with more info for additional pages but this is it for now.

I thought I did a good job with target words and Meta tags but when I do a search in Google using terms like:
mental health counseling tampa fl
OR
hypnotherapy tampa fl
Her web site isn't listed on any results page. I looked at some of the other sites and to tell the truth it appears I did my homework better than others yet Betsy's site is ranked lower.

Any advice would be greatly appreciated.

One point to consider: Have a look and see how your page displays without JavaScript - not good, I'm afraid, and why cause a small window to open for the page - why not allow the original size the user has set? Remember many people browse with JavaScript disabled or with a non-Java browser.
Do you really need all that JavaScript in your page code? As far as I can tell, it does nothing useful, and all that unnecessary code would cause the page to suffer somewhat in the rankings.

My advice would be to cut out the JavaScript entirely, although if you must keep it for whatever reason, at least link to an external .js file.

first off get rid of the fast meta redirect. They are always treated with extreme suspicion by SEs and there is absolutely no need for it to be there at all.

What are you hoping to rank on? There's only about 200 words on the whole site. Before you get any rankings more copy will be needed.

Writing the top part of the table with javascript is likely to cause the SE crawlers to die on the HTML code because crawlers don't "do" javascript so the code will be incomplete. check the cache to see what happens. Also what happens with browsers without javascript such as screen reader or text only browsers.

How will it rank for the phrases you quote? the only phrase it's optimised for is "betsy wolcott" or "home page"

get rid of the "guest book" it will simply become a spam link drop magnet. There are bots out there that look for guestbooks, scrape the page for the form elements then do auto-submissions of links for P0rn, gambling and v14gr4 sites. The javascript resize will also put visitors off. web users are getting more savvy to tricks or exploits and are soon put off by anything that looks odd or hijacks their browser.

do some more "homework" in here to see what it takes to get rankings and BTW meta keywords aren't of any use anymore.
