Create site template - not possible?

I have Sharepoint Server 2003, and I want to create a site template. In the help file (chapter "Working with templates") it says I should:

1. On the site, click Site Settings.
2. Under Administration, click Go to Site Administration.

But under Site Settings, there is no Administration or Go to Site Administration!

How do I create a site template?
 
Are you in SPS or WSS? You cannot create templates for SPS, only for WSS sites. You probably do not want to have multiple portal sites anyway, which is I guess why Microsoft did this.

If you really want to change the look of the portal, you must edit the original files in the 60-Hive (C:\Program Files\Common Files\Microsoft Shared\web server extensions\60). From there go to Templatee\1033 (or your language code). All folders starting with SPS are your Portal templates for the different Portal pages. You must edit all of them if you want a fluid change.
 
You're right: It's not possible to do templates in SPS (even though the help-section says so). You just have to change the original templates.

PS: Watch out for unghosting of you pages! This happens when you edit them directly in frontpage. After that there is no connection to the template anymore...
