Create related tables from an XL sheet

I have imported a XL sheet with say col A and colB
I want to dissociate this table into 2 tables ( tblA and tblB) where the first is the "many" side of the relation and the second is the "one" side.

I know I can do this with the Table Analyzer but this creates lookup fields which are not recommended by the DB specialists.
How can I achive this?

This would allow to create tables but not the foreign keys in the " many" table to relate both tables
 
So, create the two tables and the relationships and then play with Append queries.

But how do I create the foreign keys in the " many" table?

Names Cities

Name1 City1
Name2 City2
Name3 City1
Name4 City3

I would like to divide the above list in two related tables, the Names table being the many side of the relation and the Cities the "one" side, and this without using the Table Analyzer
The table Names would consist of Primary key, Names and Foreign key ( this one related to the Primary key of the " City" table).
