can be done in flash but much faster and better in swish
do it in swish then import into flash

If you're animating each character, then it would definately be easier with Swish, Flax, or other 3rd party Flash text effect software...
This is another one...
But if it's just a line or a few lines of text, then you can simply use tweens or script movie clips movements and other properties.
