Using crystal 8.5 can I create a proper case i.e. where I have MR JOHN SMITH return Mr John Smith. I can only find upper and lower.

ProperCase() is the function you need. In Crystal 8.5 and older, this is a UFL that you must download and install. I cannot say for versions 9 and 10, but in version XI this is a standard function.
