Create Pop Up Message For All E-Mails

I am wanting to create a pop up message that displays when someone goes to send a e-mail. It is basically a reminder for the user to do something before the mail is sent. Is there any simple way of creating a pop up message?

We are using Exchange 2003 server and outlook 2000 clients.
