Create New User Account 1

I just installed Ubuntu and I would like to make a new user account. One of my friends will be helping me out with this and I would like him to have an account as well. I want this account to have the same rights as the first account (root in essence, but using Ubuntu's "sudo").

Can someone tell me how to do this?

So, from the looks of it, I need to add a user then add him to all of the groups that my original user is apart of? Seems like a lot of work, but I guess that I am creating a new admin, so maybe it should be more work?

Actually it wasn't much work (if I did it correctly ;-) ), I just had to whine a little...
