Create New Partitions ?!?!

Problem 1:
guys, if I have two slices in my partiton: c0t0d1s0 (slice 1) and c0t0d1s1 (slice 2) in my hard disk. now my slice 2 if full and i want to move some extra space from slice 1 to slice 2. how do i do it without using the link commands/

Problem 2:

Say slice 2 has some empty space and i want to create a new slice 3 (c0t0d1s3). how do i do it using format. i got the format working till label command. then what entry do i have to make and too which files ?
