Create new database - System tables ?

Hi folks,

I have a backend server running on postgresql 7.0.2 and the last ( at least the last a few weeks ago *g* ) version for interface programming ( 7.1.2 ).
But now to my problem : I want to create a new Database. How do I get all the necessary System Tables into it ?
Am I able to do this as a Client or is this to be done server-sided ?

createdb which can be found in /usr/local/pgsql/bin will create databases for you - system tables will be created automatically
