Create New Database Problem

How is the database affected if our ADMIN did not create the new database (DATA) directory using the ADMIN tool but simply created it using CREATE PROJECT???

Do we need to start again?

?? I think if the admin used create project then you won't have a new database, it will simply be another project in the current one ??
