Create NDS Accounts from GW Accounts?

Does anyone know of a procedure or utility that could create NDS accounts from GW accounts that have no NDS association?

you could get it through an ice procedure and then a bit of find a replace
there must be a better way but cant think of it

of course this would connect and sync them together - or i dont think it would
