I am wondering if there is a way to make an .mde file and run it on a computer that doesn't have Microsoft Access loaded?
No. You must invest in the Office Developers Edition to create a runtime application. In order to run an MDB, MDE, ADP, ADE,... you must have either the full version or the run-time version of Access installed.

Are you saying that the only .mde that will run on under
the run-time version of Access 2000 is one that is created by the Developer Edition of Access?
Or are you saying that any .mde file can be run by someone running the run-time version of Access 2000?
A run-time version of Access will run either an MDB or and MDE. You can create an MDE with a full version of Access.
If someone has a run-time install of Access they might be able to run almost any MDB or MDE as long as the versions are compatible (97, 2000, XP, 2003).

I do have Access 2000, so I will go and look for the Run-time environment for Access 2000.
