Create letterhead in Outlook 98

I have a client who would like to have their department letterhead come up everytime they create a new message within Outlook. Is there a way to do this like a normal.dot Word template so that it will come up every time a new message is created? Anyone have any other suggestions on how to do this? I don't particularly want them using Word as the default editor unless it's the only way. Any help appreciated!

Outlook uses the outlook.dot if you are using Word. Works the same as normal.dot and lives next to it.
 
I know...

I meant to say that editing outlook.dot is a quick word around if you use Word. Didn't express myself too clearly.

Thank you Dreamboat and Zelandakh. I might try the html article suggestion. I did find some vba stuff on technet, but it's a little out of my league.
 
HTML is proving to be too much of a hassle for this problem. Zelandakh- I tried creating an Outlook.dot and saved it in same directory as normal.dot (two places actually: program files\microsoft office\templates and winnt\profiles\(username)\Application Data\Microsoft\templates). Then I set Outlook to use Word to compose emails. The template is not coming up though. Did I put it in the wrong place, or name it incorrectly?

Andy, I believe that's email.dot. Did you check out And I just put "free outlook stationery" (including the quotes) into yahoo and got a butt-ton of returns that look promising. There should be somebody that's got instructions on how to use it, right?
