Create HTML Newsletter that will not get Defanged in Outlook 1

I am trying to send out an HTML Newsletter via e-mail. The problem is that in Outlook 2003, the CSS and Images do not view properly and if I look at the code it says that the CSS and Images are Defanged. I get HTML newsletters from Macromeida etc and they come in with a note that says I have to write click on the images so that they can be downloaded.

How do I create an html newsletter that will work in Outlook 2003?
