Create an image that is static in Photoshop 5.5

Hi all,

I am new to Photoshop and also using an outdated 5.5, but it suite my need for what I am trying to do. I tried to do a search on how to create that image but no luck. So I am asking for help from any guru on here.

I am trying to create a jpg image that doesn't changes it size when it is open with any programs.

Can someone explain how I can do that.

It does not matter what version of Photoshop that you are using; this is an impossible task.

It is possible to include resolution data in a JPG file but not all JPG readers honor that data. And most JPG readers are part of viewer programs that will scale images to fit a sheet of paper.
