Not as far as I know. Once created however you do not need access on the server for coldfusion to access access(;-)) can I ask why you need to do this?
Can't, another problem is you need an ODBC-connection in ColdFusion to connect to a database. So there has to be a connection before a database can be made.
Something to consider is make one accessdatabase without any tables, and copy the database to the name you would like, your problem is still the ODBC connection...
But when your ColdFusion server supports the ColdFusion Registry functions you can when I'm right make an ODBC connection....
I hope for you that your server will supports the possibility to modify registry settings.
The ODBC-connection or DNS is possible and can be created in CF; there is even a custom tag doing just that;
the reason I want to create access on the fly is because I have a lot of users using my application on the Site entering information about THEIR customers in the database; they would like not to have to enter those information twice (on the site and on their client machine); for example, they enter name, e-mail and address of their customer on the Site and then they have to enter same info when they want to create mailing list in the Word; Word on the other side can inport external file containing all those info from the Outlook or mdb file itself;
I want to query my database, get all my user wants to export, create the database for him and offer it for download or e-mail attachment.
hmmmm, you know, now when I'm thinking 'bout this, I can acctualy crate database in access, enter the info, make a copy of it and then give them to download it...
