Create a package for VB with Crystal Reports report

I made a VB program which runs a Crystal Reports report. When I try to make a package to deploy the application, I get the files 'crpe32.dll and crystl32.ocx' in the included files. When I select these files, the package wizard does not make the package (only a subfolder 'support'). The system does not show any messages.
When I exclude these files, the system makes a package but then I can not install/run the application. (At runtime I get the message 'component "crystl32.ocx" or one of its dependencies not correctly registered: a file is missing or invalid'.

How can I solve my problem ?
