Create a non-scrolling menu on left w/o frames 2

Does anyone know if there is a way to create menu on the left hand part of a web page that does not scroll with the rest of the page?

I am creating a set of online tests. While a user scrolls through the test, I would like the navigation options and time remaining visible the whole time:

Time remaining:| 1.
5:00 | 2.
| 3.
Grade test | 4.
Exit test | 5.
[/tt]
 
Best taking a look at a site called DHTML Shock ( They have plenty of menu navigations that you can copy the code for, including ones that stay visible on the page while a user scrolls down.
