I am looking to create a DNIS for a toll-free number on a Avaya IP Office 406.

What exactly are you asking? It sounds like you want to create an incoming call route for incoming 800 calls - correct? If so, it's just like creating one for a DID. Find out exactly what digits the telco will send you when someone dials your 800 number. Most of the time that will turn out to be a "conversion number" - ie someone calls 800-555-1234 and it gets converted to 416-555-1234 (a local number in your calling area).

Look at your existing incoming call routes to see exactly how to implement.
