How do I create a DCLGENCOPY ?

On an OS390 mainframe you would go into the IBM supplied DB2 Interactive dialog (often referred to as DB2I) and select the option to create DCLGENs.

This information will not be a lot of use to you if you are not on a mainframe :) so what platform are you on?

Thanks very much for the reply. I am on an OS390 Mainframe, and did eventually find the DB2I dialog, which had been carefully hidden away in about three layers of menus.
