Create 2003 mde with 2007? 1

We have users using a Access 2003 mde. I have upgraded to 2007. I can modify the mdb and keep it 2003 without any problems, but when I create an mde it is an Access 2007 mde even thought he mdb is not. Is there a way to create a 2003 mde with 2007?

It gets worse; I tried keeping 2000 & XP (2002) on the same desktop. Big mistake....
