CR8.5 - Windows '98 - Paradox table problem

We're using Windows '98 on a couple of client machines on a couple of networks (internal and at a customer site).
We're trying to create Crystal Reports using Crystal Reports from a couple of Windows '98 client machines connecting to Paradox tables (experiencing the same problem whether we are looking at the tables locally or across the network).
When we follow the route of selecting the database tables through 'Database Files' -> 'Find Database Files', selecting a file type of 'Paradox Files (*.db)' and pointing to the required table we get the following problem.
The first message being "Network initialization failed." (albeit that the Paradox tables are local or on the network).
Then we get messages about :
"Error recognising file"
"File "K:\Folder Name\Table1.DB" is not a known database type. Please choose again."
"Library "pdbbtrv.dll" cannot be opened. Please check its configuration"

Looking at the books accompanying the software it seems that the dll referenced above (pdbbtrv.dll) is for BRetrieve and not Paradox (should this be p2bbde.dll ?). I can only assume that this is the root of the problem but can't establish the resolution to it ....

This leaves us unable to connect to the Paradox tables from our Windows '98 machine.

We considered looking at using ODBC connections to the Paradox tables instead, but this will not work on some of our Windows 2000 machines.

How can we get the problems above ('98 machines through 'Find Database File' method) resolved such that we can use this means of creating and running the reports on all our client machines ?
We need a common answer regardless of the operating system.

Any help / pointers would be appreciated. Thanks in advance.
