CR 8.5 Runtime with IIS

I have a runtime application that is executed by IIS. I have created a plugin that should launch the crystal reports viewer application. However I get Active X errors. Also I am wondering is this is executed from a client machine, will the viewer show up on the client side or server side. If anyone has any suggestions on how to be able to launch an appplication to view CR reports in this method please help
